360 Homes Upgraded: Great Yarmouth Borough Council cuts carbon using Fusion21’s Decarbonisation Framework

Fusion21 was appointed as the preferred framework partner for a hugely impactful scheme between our member Great Yarmouth Borough Council, and Fusion21 supplier E.ON to improve the energy efficiency of hundreds of homes at no cost to eligible residents.

Residents who used oil, Liquefied Petroleum Gas (LPG), coal, wood, or electricity to heat their homes could benefit from a free upgrade of air source heat pumps, solar panels, cavity wall insulation, external wall insulation, or loft insulation.

After securing funding for the two-year project from the Government's Home Upgrade Grant scheme (HUG), Great Yarmouth Borough Council procured the works - worth £6.5 million, through us. The council accessed our Decarbonisation Framework, using Lot 1 ‘Whole-house Decarbonisation,’ which offers a range of ‘whole house’ retrofit measures.

The framework gives members a full turnkey solution with suppliers accredited in PAS2030 – the UK standard covering the installation of energy efficiency measures in domestic settings – and Trustmark, the Government Endorsed Quality Scheme.

After individual property surveys were completed, the energy efficiency measures installed were selected to provide the greatest energy performance improvement for residents against the available funding.

To date, more than 500 energy efficiency measures have been installed in 364 properties across Great Yarmouth. The average Energy Performance Certificate (EPC) of the properties pre-works was an E EPC rating however, post-works, homes are achieving an EPC rating of C.

In addition, social value delivery has included six full-time jobs created to support this project – including four roles working in E.ON’s internal project team department and two roles in E.ON’s site team supply chain. A site manager role was sustained and one person undertook non-accredited internal renewable technology training.

Residents are now enjoying improved living conditions, more energy-efficient homes, and reduced energy bills.
