Are there any costs or fees to join?

There's no joining fee or annual charge for Fusion21 membership and we don’t operate for the commercial gain of stakeholders.

What will I benefit from as a Fusion21 Member?

Working with a multi-skilled supply chain and pre-qualified accredited supply partners, Fusion21 members benefit from accessing greater efficiencies and value for money, whilst increasing productivity in the procurement process. Other benefits include cutting out the high cost of running your own procurement exercises, being supported by a team of technical procurement experts and the option to select suppliers based on geographical regions. How can I sign up to membership for Fusion21?

If you’re a public sector organisation you can register to become a member of Fusion21 by completing our short online member registration form.

Does Fusion21 Support with s20 Leaseholder Consultation?

How long can a framework call-off be?

The term of a call-off contract can extend beyond the end of the framework itself (Recital 62 of the Directive 2014/24/EU) but it must be awarded before the end of the framework.  If you are interested in a specific framework please contact us on info@fusion21.co.uk or call  0845 308 2321

Where can I find out who your suppliers are?

Visit our Supplier Index page to access a list of our appointed supply partners – including their contact details. We do update these details regularly, but for a full and complete list please refer to our framework index.

What are the minimum and maximum number of suppliers that can be appointed to a framework?

It is possible to establish a framework with a single supplier. For multi supplier frameworks, the Public Contracts Regulations 2015 requires a minimum of two suppliers, and there is no set requirement on the maximum number. However, Fusion21 ensures the number is manageable whilst providing sufficient competition.

How can I get alerted to any Fusion21 procurement opportunities?

The framework issue or renewal process begins around 9 months before the renewal date or estimated issue date of our frameworks and we publish all of our tender notifications through My Tenders – www.mytenders.co.uk

Can we apply for a place on a Framework during the Framework term?

When our frameworks are open for renewal, all contractors and suppliers can tender to be appointed to them. Once frameworks are live, they remain closed for new applications for the duration of the framework. 

Fire Suppression Suppliers can apply to become part of our Fire Suppression Systems & Associated Works dynamic purchasing system at any point. 

Are there any upfront costs involved in being a Fusion21 supplier?

There are no direct costs or upfront fees required to be a Fusion21 supplier. Any costs will be based on a proportion of contract value for call-off contracts and set out in advance.

How can I become a supplier?

Suppliers can apply to become part of our Fire Suppression Systems & Associated Works dynamic purchasing system instantly.

Separately, our existing procurement frameworks are renewed every 4 years. When our frameworks are open for renewal, all contractors and suppliers can tender to be appointed to them.

The framework renewal process begins around 9 months before the renewal date or estimated issue date of our frameworks and we publish all of our tender notifications through My Tenders. Click here to view the expiry dates of our existing frameworks.

Do you work with Constructionline?

Yes, we access and encourage membership of Constructionline across our supply chain. This allows suppliers to skip sections of pre-qualification questionnaires which streamline procurement processes and avoid duplication. Constructionline can be accessed here.

Are your frameworks compliant with public procurement legislation?

Yes, Fusion21 Framework Agreements and Dynamic Purchasing Systems are procured in accordance with the EU Public Contracts Directive; subsequent Public Contracts Regulations 2015 and Public Contracts (Scotland) Regulations 2015.

What are the routes to call-off under your Frameworks?

For multi supplier framework agreements: routes are through either a direct appointment to the selected supplier based on the framework terms, or through undertaking a further competition between applicable suppliers on the framework who submit bespoke proposals for the requirements of that particular contract.

For sole supplier framework agreements: routes only through a direct appointment to the sole supplier based on the framework terms.

For dynamic purchasing agreements: routes only through a further competition between applicable suppliers on the relevant DPS lot, who will submit bespoke proposals for the requirements of that particular contract.

Do you operate Framework Agreements, Dynamic Purchasing Systems (DPS) or both?

Fusion21’s procurement solutions are Framework Agreements with one current DPS for Fire Suppression Systems. The decision for which procurement vehicle is used is assessed on a product by product basis and is based on the solution that will deliver the best outcomes and value for Fusion21 members.

What are the current Public Sector threshold values?

The current thresholds for OJEU can be found in the Procurement Policy Note 04/17

Are standstill periods required for contracts called off Frameworks?

Standstill periods are not mandatory for competitions undertaken under Framework Agreements, however we recommend them as good practice.

What e-sourcing system is used by Fusion21?

Fusion21 uses the myTenders portal (www.mytenders.co.uk) and registration is free for suppliers. This applies to Framework / DPS procurements and call-off competitions; however for call-off competitions Fusion21 members have the opportunity to run the competition through their own e-sourcing system.
