What is the Warm Homes: Social Housing Fund (formerly SHDF)?
SHDF has been set up to improve the energy performance of social homes in England that are currently below EPC standards. The fund will therefore improve the energy efficiency of these homes, tackle fuel poverty, support the sector in retrofitting housing stock, create jobs and ultimately improve the standards of comfort and well-being for social housing tenants
Who is eligible for Warm Homes: Social Housing Fund funding?
Local Authorities, Combined Authorities, Registered Providers of social housing and Registered Charities that own social housing can apply directly for SHDF Wave 3 Funding, or as part of a consortium such as Fusion21.
Arms-length management organisations (ALMOs) that are not registered
providers can apply as part of a consortium led by an organisation that is eligible to lead an application.
What is the Warm Homes: Local Grant?
The Warm Homes: Local Grant is a Government funding programme that enables local authorities across England to deliver energy efficiency improvements and low‑carbon heating measures to low‑income households living in privately owned homes.
The grant is designed to help reduce fuel poverty while supporting longer‑term decarbonisation objectives and progress towards Net Zero 2050. It has become the primary route for local authority–led delivery in this area, supporting investment in home upgrades over the coming years.
