Enabling large-scale retrofit delivery for PA Housing

The challenge

PA Housing is a social housing provider managing over 24,000 homes across the Midlands, London and the South East. They needed a compliant and efficient route to market to deliver a large-scale retrofit programme across the Midlands and South of England.

The organisation aimed to upgrade more than 3,000 homes through a multi-contractor retrofit programme while maintaining a strong resident-first approach.

Key challenges included:

  • Delivering retrofit works at significant scale and pace
  • Improving energy performance towards EPC Band C or above
  • Meeting growing net zero and regulatory requirements
  • Ensuring procurement compliance without delaying delivery

Delivering a programme of this scale required a solution that could balance speed, quality, compliance, and long-term performance.

The approach

PA Housing accessed Fusion21’s Decarbonisation Framework (Lot 1: Whole House Decarbonisation), providing a fast, compliant route to appoint an experienced delivery partner.

Through the framework:

  • Fusion21 supplier Sustainable Building Services (SBS) was appointed from a pre-qualified supply chain as one of five contractors supporting delivery of PA Housing's wider retrofit programme
  • The programme mobilised quickly, reducing procurement complexity and risk
  • Funding was secured through the Warm Homes: Social Housing Fund Wave 3, alongside additional member funding

This approach enabled:

  • Streamlined, fully compliant procurement
  • Quick mobilisation from strategy to delivery
  • Strong collaboration between PA Housing and SBS
  • Confidence in delivery at scale

The outcomes

The four-year programme will deliver large-scale retrofit improvements across thousands of homes, generating measurable environmental and social impact.

The scope of works includes:

  • External, internal and cavity wall insulation
  • Flat roof and loft insulation
  • Solar PV installation
  • Window and door replacements
  • Ventilation upgrades

This will help deliver:

  • Reduced energy bills for residents
  • Improved thermal comfort and living conditions
  • Lower carbon emissions across housing stock
  • Progress towards government decarbonisation targets
  • Long-term resilience and future-proofed homes
