Claire Baxter

Claire is the director of Richmond Baxter Ltd, a specialist business consultancy offering support to organisations that want to change and grow without losing sight of their social mission.

She has helped design and evaluate services targeted at vulnerable groups, including the homeless, unemployed, migrants and refugees, victims of domestic abuse and the financially excluded. Her governance, business planning and research expertise has shaped public sector services, grant programmes and the strategic direction of national and local charities.

Prior to setting up her own business, Claire worked in the local government, education and voluntary sectors. She was director of policy and communications for a large unitary authority where she was responsible for leading several transformation reviews and developing partnership approaches to economic growth.

Claire’s other board responsibilities include chair of a panel overseeing large-scale student accommodation standards and as trustee and vice chair of an independent cinema. She has postgraduate qualifications in Public Policy and in Research Methods and is a member of the Chartered Institute of Public Finance and Accountancy.
