Lot: Electrical Testing

Proactive compliance to keep public buildings safe and operational

Electrical safety is not optional. For public sector organisations, regular inspection and testing of fixed wire systems is essential to protect building users, maintain compliance and reduce operational risk. This Lot provides a clear, compliant route to procure electrical testing and associated remedial works, helping you maintain safe, legally compliant environments across your estate.

Delivered through Fusion21’s Heating, Renewables and Electricals Framework, this Lot supports structured, efficient management of electrical safety obligations across non-domestic and mixed portfolios.

What does the Electrical Testing lot cover?

This Lot covers the testing and associated remedial repair of electrical fixed wire systems within public sector buildings.

Scope includes:

  • Electrical Installation Condition Reports (EICRs)
  • Associated remedial works identified through EICRs
  • Portable Appliance Testing (PAT)
  • Lightning conductor testing
  • Inspection of electrical distribution equipment
  • Testing of electrical building installations
  • Minor installation works linked to compliance requirements
  • Lighting system inspection and related works

Services can be delivered across education, healthcare, housing, corporate and wider public sector estates, whether as part of a planned compliance programme or in response to identified issues.

Supporting Statutory Compliance and Risk Management

Electrical testing is central to meeting statutory and regulatory duties. Regular inspection and timely remedial action helps organisations:

  • Demonstrate compliance with relevant electrical safety regulations
  • Reduce the risk of fire, electric shock and system failure
  • Protect staff, residents, patients and service users
  • Maintain operational continuity across critical buildings
  • Provide auditable records for governance and reporting

By using pre-qualified suppliers through the framework, members gain confidence that testing and remedial works are carried out to recognised industry standards.

What are the required accreditations?

Suppliers appointed to this Lot are required to hold the following organisational accreditations or professional memberships:

  • Registered on the Data Protection Public Register (ICO)
  • Membership of a competent person scheme for installation of fixed low or extra-low voltage electrical installations in dwellings, such as NICEIC or NAPIT

These requirements ensure organisations delivering works are properly accredited and operate in line with current electrical safety standards.

Mandatory Criteria - Personnel

Suppliers must ensure that operatives hold the following mandatory qualifications or professional training:

  • Cat A Asbestos Awareness (UKATA or equivalent) within the last 2 years
  • Instructed Person (as defined in BS7671:2018)
  • Skilled Person (as defined in BS7671:2018)
  • C&G 2382 and C&G 2391, or recognised industry equivalent

These criteria provide assurance that inspection, testing and remedial works are undertaken safely and competently in accordance with BS7671 and associated guidance.

A Structured Approach to Planned Testing Programmes

Many public sector estates operate on cyclical inspection programmes. This Lot supports both large-scale portfolio testing and individual site requirements.

Members can use the framework to:

  • Develop multi-year EICR programmes
  • Align PAT testing with asset management cycles
  • Address high-risk or priority buildings first
  • Bundle remedial works with ongoing maintenance contracts
  • Access technical advice linked to inspection outcomes

This approach enables better budgeting, forward planning and consistent compliance management across estates.
